Black Diamond City Hall is pleased to announce that it accepts passport applications on behalf of the U.S. Department of State. NEED A PASSPORT IMMEDIATELY?

You should make an appointment to be seen at a Regional Passport Agency ONLY if:

The U.S. passport is needed in less than 2 weeks for international travel

The U.S. passport is needed within 4 weeks to obtain a foreign visa

Please provide a copy of your travel itinerary

The City of Black Diamond does NOT have the ability to provide you with photos. You will need to bring photos with you when applying for a passport.

Please note that there are two (2) payments that need to be made at the time of submittal:
1) One check payable to U.S. Department of State to send with your application, and 2) another payment made to the City of Black Diamond (execution fee of each passport of $35 each application).  The City accepts, cash, check or debit/credit card payments for the execution fee.

YOU MUST APPLY IN PERSON IF:

You are applying for your first U.S. Passport or

You are under age 16 or

Your previous U.S. passport was issued when you were under age 16 or

Your previous U.S. passport was lost, stolen, or damaged or

Your previous U.S. passport was issued more than 15 years ago or

Your name has changed since your U.S. passport was issued and you are
   unable to legally document your name change

You must provide a CERTIFIED COPY (hospital issued and photo copies are NOT accepted) of your birth certificate in order to receive a passport. Minors under the age of 16 need both parents present. Please note that if your minor is renewing thier passport, you will need to bring in the certified copy of their birth certificate (previous passports alone are not acceptable for age 15 and under because parental information is not shown) and their current passport.

PROCESSING TIME:
 
Routine Processing: 4-6 weeks unless applying during a peak period.

Expedited Processing: An additional $60.00 expedite fee generally provides the passport within 2-3 weeks. Express Mail Overnight Return available for an additional fee (recommended).

The City of Black Diamond charges a fee for the USPS for Priority Express Mail for all Expedited processing.

Submitted passports and proof of citizenship (birth & naturalization certificates) sent with applications will be returned to the applicant after processing is complete.

PROVIDE ONE PASSPORT PHOTO - THE PHOTOGRAPH MUST BE:

In color

2 x 2 inches in size

Taken within the past 6 months, showing current appearance

Full face, front view with a plain white or off-white background

Between 1 inch and 1 3/8 inches from the bottom of the chin to the top of the head

Taken in normal street attire -
    - Uniforms should NOT be worn in photographs except religious attire that is worn daily.

    - Do NOT wear a hat or headgear that obscures the hair or hairline.

    - If you normally wear a hearing device, wig or similar articles, they SHOULD be worn for your picture. 

    - Dark glasses or prescription glasses are NOT acceptable unless you need them for medical reasons (a signed statement from a medical professional or health practitioner is required ).

PASSPORT PHOTO NOTES:

School photos DO NOT meet photo requirements and are not acceptable.

Vending machine photos are not generally acceptable.

Digital photos must meet the same requirements of all passport photographs.
